What social media and digital marketing retainers cost in Qatar, why identical prices buy different products, and how to separate management fees from ad spend.
Two Doha agencies quote you the same monthly figure. One is a genuine bargain and one is a waste, and the proposals look nearly identical. Retainers are the hardest creative purchase to compare, because the deliverable is a month of work and almost none of it is visible when you sign.
The figures below are market observation for 2026, not quotes, and they exclude advertising spend throughout.
The ranges
Light management — around QAR 4,000–8,000 per month
Scheduling, basic community management, graphics assembled from templates. You supply most assets.
This is a legitimate purchase for a small business that needs a consistent presence and cannot fund production. It beats posting nothing. What it will not do is grow an audience, because the content will look like everyone else's in your category — the same stock imagery and text-on-gradient quote cards, drawn from the same libraries.
A working retainer — around QAR 8,000–20,000 per month
Content production included, paid media managed, real community management, proper reporting. Where most established Qatari SMEs should be if marketing is expected to generate business rather than maintain appearances.
The spread inside this band is mostly about production volume — how many shoot days per month, how much video versus stills — and whether campaigns run properly in both Arabic and English.
Multi-channel programmes — QAR 20,000 and above per month
Several platforms, parallel bilingual streams, regular video production, a dedicated account team, paid media managed at scale.
The question that explains the price gap
Ask: "How much of this content is originally produced, and how many shoot days a month does the fee include?"
This single question usually accounts for an entire price difference between two proposals. A retainer built on templates and stock is a fundamentally different product from one including a monthly shoot day, even when both promise "20 posts per month".

Always separate the fee from the spend
The most important line in any Qatari marketing proposal is the one dividing management fee from media budget.
Bundled into a single number, you cannot tell what you paid for someone's time versus what actually reached an audience — and that ambiguity always favours the agency. Insist on them separately, then judge each on its own terms. The fee should map to a defined scope. The media budget should map to a plan: which platforms, which audiences, which tests.
Two related things to settle: who holds the ad accounts (the correct answer is you, with the agency granted access, so your campaign history does not walk out the door), and how paid media is charged — a flat fee or a percentage of spend. Percentage models create an incentive to spend more; flat fees create an incentive to spend less time. Neither is wrong, but know which you have.
Be realistic about media, too. A budget spread thinly across four platforms in a competitive Doha category buys four underpowered tests rather than one campaign. Concentration beats coverage, especially early.
What else separates retainers at the same price
- Community management depth. Scheduling posts is cheap. Answering people in two languages within an hour is not — and for restaurants, clinics, salons and retail in Qatar, a large share of enquiries arrive as Instagram or WhatsApp messages rather than through a form. A four-hour response time on a booking enquiry loses the booking.
- Whether anyone is thinking. Some retainers include strategy, testing and iteration. Others execute the same plan every month. Both have a place; only one improves.
- Team seniority. Ask who runs your account day to day and how many other accounts they carry.
- Arabic written or translated. Native captions read differently from translated ones, and your audience can tell instantly.
- Reporting quality. Whether you get business metrics — leads, bookings, cost per acquisition — or impressions presented first because they always look like progress.

Most underperforming marketing in Qatar is not a media-buying problem wearing a creative costume — it is the reverse, and an agency that can only adjust the campaign will adjust the campaign.
